ATLANTA — A former Dallas Police Department 911 director has been arrested after the GBI says she used Flock Safety license plate reader data for non-law enforcement purposes.

Heidi Taylor faces two misdemeanor charges stemming from alleged misuse of the system between 2024 and 2025.

Taylor was arrested Wednesday and booked into the Paulding County Jail.

The arrest comes after DeKalb County police announced earlier this week that eight employees had been suspended for similar misuse of license plate readers.

Following several recent high-profile incidents involving misuse of license plate reading cameras, Atlanta-based Flock Safety announced changes to its system.

The company says every agency using its license plate reading technology will be required to use an audit assistance feature designed to flag abnormal activity for administrative review.

Flock Safety CEO Garrett Langley says the company is also launching a feature that will block flagged users from accessing the system.

“For us this is an evolution, it’s another chapter, a long book. for a company that’s trying to make a safer America,” Langley said.

Flock Safety says data collected by its cameras will also be stored for seven days instead of 30 days, except in specific cases.
